You don't need the phyto certificate for seed. The regulations vary from country to country so it is best check with the locals first. A couple of examples is that in the US a small seed import permit is required. In Australia seed can be sent without any certificates although there is a list of restricted species due to the possibility of them becoming a weed (The silly thing about this is that seeds of Australian native plants are currently prohibited because no one has been bothered to fill out the form to allow them to be imported).
Most retail seed outlets will know if there are regulations if you ask. To answer your question I don't think you will have any problems with importing seed.
