I believe that it is the bad packaging and labeling that makes buyers confused. Premier is a member company under the Canadian Peat Moss Association. Canadian peat moss are partially decomposed peat bog that is harvested from sites in Canada (in the case of Premier, from
Alberta,Saskatchewan, Manitoba, Quebec,and New Brunswick), hence it is possible to get other bog stuff in it. The processing involves milling in situ and then transported for packing, the minimal milling may account for the obvious other organic matter. The bogs harvested are then reclaimed back to bog or berry planting ground or forest. So peat moss can be tricky to get a good lot, unless the user then sieves and size it themselves. I believe some brands further sieve and grade them before selling them, hence a higher cost per pack, as opposed to the large compressed bales of bog peat from Premier.
