You placed this question in the Nepenthes section so you are asking specifically for Nepenthes? and the question is if you can keep the plant in the TC medium until it's old enough to flower?
From the limited knowledge I have with TC, Tissue Culture is the process of propagation, while maybe you meant to grow the plant "Invitro" or "within the glass" (had to look that up in wikipedia).
So maybe the question is... can you grow a plant Invitro until it flowers?
My opinion... most probably you can, but very impractical, as the plant grows you will need to transplant it to bigger glass container and also change the medium, etc. Way better to repot in normal potting mix and grow in a terrarium. The plant will be happier and you will not have too much to do.
If you are asking if you can keep the plant in it's TC Medium indefinitely, the answer is no, you will need to repot or change the medium as it will lose nutrition and also will eventually infected by molds and other microbes.
Now if we are talking about Droseras though, this probably can be easily done.
May I ask why you are asking?
