Simple and easy : Cut the pipe into the size that you want The base of the rack. This play the most important part as it affect the stability of the rack if you do not want it shake when wind blow~~ Finally.... Done ! It have three layer for this rack.. kyou can even hang the plant as well... HAPPY DIY.... You can have those 10cm pipe if worry about the weight. If you still worry . What i can suggest change bit of the rack structure.
