OK, found it!
Sansevieria pearsonii; also known as; Sansevieria desertii, a.k.a. Spiky mother-in-law's tongue. Succulent perennial, up to 1 m, with a fan of hard, ribbed, cylindrical leaves, overlapping near the base. The leaves are spine-tipped at the apex. Inflorescence a tall raceme of pinkish-brown to blue-mauve flowers, usually opening at night. Found it through the Kew Gardens site! Yes, they are very tough, no problems with the wind for them!
