sorry, but i think that freshly harvest sarracenia do not require any treatment, i did sow them before, and having 80% germinated within one week sowing time..
and sarracenia require pollination in order to have viable seeds, you can manually pollinate it and beware of water, it will ruin the pollination, if you had success pollinate it and when it ripe, you will see 2-4mm seeds
