Phyto cert certifies that the plants you are sending overseas are free of pest and diseases. It covers all plants.
This is to prevent the spread of pest and diseases from one continent to another. It is important because pests/diseases that are not native to a country, when introduced might cause massive damage to native plants already growing there. This is because there may not be a natural control for the pest/disease. The result, the pest/disease will spread like wild fire and destroy everything.
