You have to consider that the bud/flower on the bottom was first to open, and the bud on top is the last, so they don't Ripe at the same time. I used to cut off the bud one by one from the bottom up when they start to show browning, then I put them in a bag or plastic container with a cap or cover, and I shake, the seeds will come out. Nowadays I would cut off the whole flowerstalk then put in plastic container or bag, then shake every day, eventually the upper buds will still ripen (I think) and give you seed, that is why I do this over a week or so.

By the way when you cut them, you can put a piece of paper under to catch what seeds might drop off, or maybe don't, so that those that get away will grow on the same pot as the parent. I had a pot of Capensis that was dying slowly, eventually the capensis died and recently when I checked, there were 2 burmanii plantlets in there growing, I guess it got "infected".
